If you’re an unlicensed user, you can still access several features by logging into the Microsoft 365 Copilot Chat app or visiting the m365.cloud.microsoft web portal using your Work or School account. Available features include Search, Chat, Pages, Agents, and Create.

By navigating to the Agents section, you’ll find a selection of agents available to you from the Agent Store. You can also create your own agents. However, as an unlicensed user, your capabilities are limited. Agents you create will support only simple workflows, and any manual knowledge bases must reference public-facing websites you won’t be able to integrate Microsoft-grounded data. These agents can still include Code Interpreter and Image Generator functionalities and are private to you unless shared via an app link.

To use agents that leverage Microsoft 365 framework data, the process is indirect. Your organization must have a Copilot Studio environment with either a Pay-As-You-Go subscription or a Message Pack assigned to it. A licensed Microsoft 365 Copilot user must create these advanced agents in Copilot Studio and publish them for the organization or specific users via Microsoft Teams or the Copilot App channel.

Costing for these agents to be used by unlicensed users will draws out using message model, which draws message capacity from Message pack or using metering for pay-go subscription, number of messages is determined by agent activity and AI tools.
